Judy Brown is a 1980 graduate of South Texas College of Law.  Ms. Brown served as Assistant General Counsel in the Hearings and Appeals Division of the Texas Education Agency until November 1983.  Ms. Brown is a past Chair of the School Law Section of the State Bar of Texas, past Co-Editor of the School Law Section Newsletter, past chair of the Texas Association of School Boards’ Council of School Attorneys, and past member of the TASB Legal Assistance Fund Board.  She has been a guest lecturer for various professional education associations and a frequent speaker at in-service programs and education and election law seminars.  Articles written by Ms. Brown for the Texas School Administrators’ Legal Digest have covered such topics as the Texas Whistleblower Act, Federal Voting Rights Act litigation, sexual harassment, student residency requirements, school district boundaries, school district consolidation, school district elections, employee leave, school district complaint procedures and redistricting.
